Against Functionalism
A Response to »Structural Limitations of the Decarbonisation State«

This article critiques the implicit functionalism of the thesis put forward by Brand et al., which argues that the failure to fulfill key state functions explains the lack of progress in moving away from fossil fuels within the framework of state decarbonization efforts. Furthermore, it challenges the thesis of the state’s delegitimization by examining the role of political parties. To answer the question of the limits of decarbonization, the analytical focus should be placed more strongly on the power resources and political – and in some cases structural – opportunities available to the leading social forces.
